Question for lvl3 missions

About a year ago i stopped playing EVE, and now that i got another 14 free days i wanted to start where i left - doing lvl3 kill missions mainly. I asked an old ingame friend if anything has changed regarding the difficulty, and he said that you have 25% less resistances against rats now. He wasn't quite sure though if this info is correct, but it accomplished one thing: Leaving me in doubt of being able to do lvl3 missions properly. So yeah, does anyone know more about this / the general difficulty of lvl3 missions compared to about a year ago?
