Collection insignia's

Heya everyone,

I read up about a change in the expansion about beeing able to hand in to certain agents the insignia's collected off of wrecks on missions. I know they are used for certain agent rewards given and stuff but was curious if there was anywhere else we could hand them in for faction/items without getting an offer or something.

I have a bunch of Gallenite insignia's off of wrecks and i want to get rid of them without selling.

Anyone have info. Been searching for a while with no avail in results and eve wasn't too specific on how they changed/added to it.
